Amanda Moreman, President and Founding Partner
Amanda is the President and one of the founders of WBR Engineers and Consultants. She is a veteran of Iraq and Afghanistan where she served as a Staff Sergeant in the US Army Intelligence Corps. She led intelligence groups to analyze data, predict enemy movements and neutralize high value targets. She has managed and mentored intelligence teams, established strong relationships with those in senior leaderships positions for the United States and other countries, and she developed and delivered outstanding results. She was awarded a Bronze Star for her role in safeguarding her fellow soldiers in Operation Enduring Freedom.
As president of WBR Amanda brings a wealth of knowledge in drainage and transportation design and hydraulic modeling. When Amanda is not working, she enjoys kayaking, sailing, and spending time with her husband and children. Amanda also loves working with children and she serves as a volunteer at the local elementary school.
Robert Moreman, PE, PMP, Senior Engineer & Founding Partner
Robert is an expert in hydraulic modeling and bridge design. He has performed over 100 hydraulic studies/design and reviews for bridges across the country. His hydraulic experience includes 2D modeling for bridges crossing the Mississippi River, scour analysis for vulnerable bridges, hurricane storm surge models, site development studies and FEMA mapping (CLOMR, LOMR, LOMA). Robert has bridges across the state of Georgia where he has performed the conceptual, hydraulic, preliminary, and final designs. He is experienced with Accelerated Bridge Construction techniques (ABC) and design by owner truss bridges. Since 2021 Robert has completed hydraulic studies for over 35 solar sites.

In his free time Robert enjoys playing with his kids, exploring the outdoors, and sailing. He volunteers by coaching soccer in the community where he mentors young men and builds their skills and confidence.
Cindy Pollard, PE, Senior Engineer
Cindy retired from the GDOT Bridge Office with more than 25 years of experience. She has extensive knowledge of bridge design, hydraulics studies and hydraulic modeling. Her work at GDOT included early involvement with the LIBP program and the state funded local bridge replacement program. She has performed and reviewed countless bridge hydraulic studies and has created preliminary and final bridge plans across the State of Georgia. Cindy has experience with emergency bridge replacements and is capable of producing high quality designs even on the tightest of deadlines. Despite leaving the bridge office 3 years ago, her valuable mentorship and guidance of young GDOT engineers has helped shape the bridge office and it's hard to drive anywhere in the state without experiencing her work.
When not working, Cindy enjoys hiking, kayaking, and spending time with her husband and dogs. She is long term supporter of the Atlanta Track Club and volunteer for the Peachtree Road Race. She is an active member of her church and at the YMCA.
